Car won't hit full power until I take the little hose off the side of turbo

Anyone any idea what this could be I'm not sure what the little hose really is but when you take it off it gives the car full boost .. The mechanic that was looking at it said to do it to take hose to eliminate the turbo being faulty but not to leave the pipe off as I will melt the engine .
 
If you are pulling the vacum pipe off at compressor housing, you end up running on actuator spring pressure.
What model car is it and what psi is it running at with pipe connected and pipe removed
 
If you haven't a boost gauge, and can't see what the boost is/was... I wouldn't be going and pulling boost control pipes off and think you have found the fix..

Get a loan of a mechanical gauge and put the piping back on and see what she is boosting
