01 legacy b4 heater???

hi lads i have a question about my heater in the legacy,it under 19 it goes to air/con and that works fine ok,when i change to 28-30 its quite hot as it shud, but when i put at 20-21 onwards it shud be quite cool at this temp but mine pretty much stays hot.is this normal or what???cus my windows steam up a lot (dont know why?)so need the heater goin alot,anyone have this problem before???

For some reason any jap car i have ever been in the windows fog up fast with the two legacys i have owned that same thing happens when you turn heat down the A/C comes on, but not had the problem whth the temp.

B4 heaters can be all or nothing. My 01 was either cold or hot-no in between. My 03 works fine though
