Gardai have admitted that figures posted on their official website about the number of breath tests carried out on drivers over three years were hugely exaggerated.


The wrong figures have been attributed to human error and flaws in the system of compiling and logging the numbers.

According to garda officers, the increase on the real figures ran into "thousands".
And in relation to one period, it was discovered that the figures for roadside breath tests alleged to have been carried out was bigger than the total number of mouthpieces available to the force at that time.

A fresh mouthpiece must be used for each individual test, an officer pointed out.
An investigation was carried out after the errors were spotted in 2015.

As a result, breath tests figures for last year are accurate.
But the numbers published on the website for 2013, 2014 and 2015 all represented a significant increase on the actual figures.

Gardai told Independent.ie that the errors had no impact on the overall number of motorists recorded for failing a breath test as the final analysis depended on the testing that took place in the garda station.
But they acknowledged that the extent of the errors was very embarrassing for the force.

As a result of the investigation, gardai said, the system used to record the roadside tests had now been tightened up and personnel had been warned to be more careful in putting the figures together.
But investigators were satisfied that the false numbers were not the result of a deliberate attempt to exaggerate the number of tests but were due to a series of human error and system flaws.

The full extent of the blunders will be revealed tomorrow morning when gardai hold a media briefing on the website blunders.
Among those attending the briefing will be Assistant Commissioner Michael Finn, who was appointed last year to take charge of roads policing and major event/emergency planning.

The briefing will also be used by the gardai to outline how they are coping with previously identified problems with issuing fixed charge notices for penalty point offences through the post.
Many offenders facing penalty points had their offences struck out in district court hearings after telling the judge that they had not received their fixed penalty notices in the post.

Garda error is being blamed after some 14,700 people were prosecuted without a fixed-charge notice first being issued.

All those convictions must now be appealed and the State has to cover all costs, estimated to run into millions of euro.
The Assistant Commissioner in Charge of Policing Michael Finn has apologised to those who were wrongly convicted.

"It is our mistake and we will rectify the matter. The people involved do not have to take any corrective action until they hear from us," he said.

This morning it was revealed that from 2011 to 2016 the number of drink driving tests the gardaí claimed they had carried out was hugely exaggerated, by over 937,000, and was in reality far less.
Gardaí say they do not know why it happened and have pointed to system and policy failures, but also accepted it is reasonable for people to conclude many of the figures were just being made up.

The Policing Authority said it has repeatedly asked questions about possible wrongful prosecution and conviction of people who had already paid a fixed charged penalty, beginning in June 2016.
In a statement they said it was encouraging that this information has been put in the public domain.

"The Authority is alarmed at the scale of the discrepancies disclosed between actual alcohol tests administered and the numbers recorded by Gardaí."
The statement continues: "This is not just an academic statistical matter, it is an ethical one. It raises serious questions of integrity for the Garda Síochána organisation and combined with previous issues regarding inflated activity levels, erodes confidence in the credibility of Garda data generally.

"The gap between the Medical Bureau of Road Safety data of 1,058,157 tests administered and the Garda recorded data of 1,995,369 tests is close to one million and it raises a widespread concern in the way Gardaí go about their daily work. It again raises concerns about management and supervision, echoing findings of the Garda Inspectorate, Judge O’Higgins and others."
The Policing Authority said the scale of the discrepancy is "further evidence of deep cultural problems within the Garda service – a culture in which such behaviour was possible".

It called on the various arms of the State, the Director of Public Prosecutions, courts and gardaí, to work together to speedily remedy matters.
The statement continues: "These issues will continue to be pursued by the Authority as part of its oversight role."
Moyagh Murdock, chief executive of the Road Safety Authority, said she was greatly concerned as drink-driving is a factor in 29% of fatal crashes.

"There is a direct link between the levels of drink-driving enforcement conducted and compliance with drink-driving laws," she said.
"The absence of credible and reliable enforcement metrics such as the numbers of drivers being breath tested, makes it almost impossible to evaluate and measure the effectiveness of road safety interventions.
"This is especially valid in the context of the rise in road deaths over recent years."

Ms Murdock said the scandal may damage the public's faith in the ability of the Garda to effectively enforce life-saving road safety laws.
It is not the first time the Garda's record keeping has been called to account.
Last year, official analysis by the Central Statistics Office found almost a fifth of crime reported to the force was not recorded on its own system.

It also said the force's success rate in solving crimes is probably 10pc lower than claimed.
In 2015, the CSO said almost a fifth of crimes reported to the Garda in 2011 were not recorded on the Pulse database.
That followed a damning audit by the Garda Inspectorate, published in 2014, that exposed massive errors on the Pulse system including poor classification of incidents and under-reporting casting doubt on the country's true crime rates.

The watchdog concluded that it was difficult to determine the scale of unrecorded crime but it could be about a quarter of offences.

the penalty points been dropped will cost them some money and if someone lost their job as a result of been wrongly banned from driving , these people should recieve compensation.

this won't affect my confidence in them as I have very little in the first place , still waiting for them to arrive to fingerprint my place after a break in 2 years ago , but if I do 110 on the way to work in the morning the ****ers will be there no problem to screw me over
 
My place got robbed about 5 years ago and lm still waiting considering that there was 2 clear finger prints on the window frame they use to brake in. And my house was 1 of 8 in a raw they have broken in. But l guess cop are busy with more important stuff. Or their waiting list are similar to those of the hospitals.

Don't blame the garda lads it's the government that's telling them what to do
Few lads I know are garda and they are fed up with cuts after cut getting it in the neck from the public about not doing there job.......the job the government want them to do is collect revenue.
Deffo some are a total waste of space but it's very hard to do a job and follow up on stuff when your not given time or budget to do so.
Unless it's a gun or a shooting it's way down the list to response times
 
There are some who are happy to go out and get handy speeding tickets and go back to station with quota and then there are others who want to do police work. A couple of years back I got a speeding ticket when cop was standing 10 yards behind 80 km sign I was still driving in the 100 he done me doing 106km and wouldn't show me speed on gun so I got thick and drove off got an increased fine in post a few weeks after long story short I had to pay it or risk the messing with appeal that cop was only out grabbing quota as for blowing into there own testers that's another day. That's my rant [emoji52]

Garda in Ireland and im not talking about Good individual Garda who do a Fantastic Job of public service
is corrupt under resourced and is the way it is for many reasons but the main one been the disgraceful way for the last 10 years it has been slashed from resources and been turned in to a revenue collector for the government now it seems
corrupt garda is nothing new
ive had many dealings with them (all motor offences i dont hurt nobody i was raised well :thumbsup:)
i remember as a 16 year old been told id be brought up the mountains and be shot (for been smart on a motor traffic stop)
remember my mother in the station at 4 in the morning crying telling them to stop beating me after i went in and got arrested as they where using my mate as a punchbag after a drunk arrest (no smart phones 25 years ago)
we all have good and bad
but my most memorable moment is a garda who let me off doing big speeds
he took a risk on me that day and i haven't let him down
and thats what makes a garda
case bye case just like its garda bye garda
its the system that fooks it all up
i dont hate Good Garda I respect them
and I despise crooked garda
if you want to break the law dont serve it
its not about the god Garda
but if we dont actually Look at what is happening in this country as in the hierarchy we are fooling ourselves

I got caught speeding there at the start of the month
classic shooting fish in a barell scenario
ironically the only recent fatality i can remember on the stretch was a garda 5-8 years ago in a e class Mercedes hit and killed a young couple who where walking up the road
i think he was eventually apprehended on the m50 or n11 going the wrong way after a days drinking at a wedding
i wasnt angry at all
i was over the speed limit
the Garda was a Lovely Garda
treated me with respect
i treated him the same way
i was speeding
i paid the fine

i actually felt sorry for him at the time as i guessed he was only there because he had targets
and after talking to the man himself a man of his character and intelligence deserves to be doing smething else for teh public
he was the classic good garda and i think theirs the problem
there forced bye a shitty government to bring in more revenue and massage numbers for a pay increase witch they where entitled too and deserved more but are now been forced to harass there fellow citizens

 
Only yesterday on a busy narrow town road a squad car was trying to make a right turn. It was about lunch time and it was hard if no one let you off. So when l got there l flashed my lights so she can make her turn. To my amazement she didn't react at all. When l took a better look she was so busy on the phone that she didn't even notice, so l just drive of thinking what would have been if it was the other way around ;)
