Claiming back vrt on car sold to Uk

If you have a jap import that was brought in 5-6 years ago, and you now sell it to the UK, can you claim back the vrt? Do you have to be the person that originally paid the vrt on the car 5-6 years ago or can you be it's 2nd or 3rd owner and claim it back?

present owner claims it back as far as i know

Just worked out there, I can get €380 back according to that... So I am all on for paying 500 admin fees and getting 380 back... Lol.. Shower of dickheads
