who makes IHI turbos?

just doing some "googleing" to see what other cars came with my turbo (IHI VF 23) and i`m finding a lot of people are calling it an apexi IHI turbo. do apexi make IHI turbos or are they hybrids?

The Apexi one's are hybrids. IHI make there own turbos, and are owned by Fuji Heavy Industries, which also own Subaru and Hino
