Handbrake adjustment on a 2002 WRX

I have had the car a few weeks now and the handbrake seems really high. The light on the dash comes on pretty quickly after I raise the handle about an inch so the switch is fine but the car only holds with the handle about 60 degrees from the horizontal. When its this high it holds the car fine on any incline but I am more used to around 30 degrees what would be about 5 clicks.
The NCT is due and I dont know if this could be a fail.
Can this handbrake be adjusted lower? What do I need to check? I was told the pads where changed before I bought the car and have a recipt to say the work was done so I dont think it should be the pads are low.
Any thoughts?

It doesn't work off the pads it works of the brakes shoes.

There a how to on the site somewhere , I'm on a phone at the minute so can't put it up
 
Get under the car,remove the grommets in the backplate to access the adjuster.Rotate it with a small flat screwdriver.You will have to determine the right direction and do both sides.This will tighten up things .
 
Thanks, I also found this which is quite good.Could be from a service manual.
Got it sorted last night. Yeh shoes not pads my bad.Just got my wordage mixed up. :hammerhead:
