whining type of noise under acceleration

as above i have been getting a very low type of whining noise from the scooby in the past week, thought it might fix itself but it hasn't. anyway the whine starts as you rise the rpm and gets louder until about 3000 rpm but stops after that, its in every gear.

Im thinking along the lines of a water or fuel pump, anyone hear ever experience this problem if so what did it turn out to be.

could be the tensioner for the ac belt. Same thing happened to my car last year
