What to look for when buying a used turbo

So lads what are things you need to keep an eye out for? I found a vf36 but it has holes where the turbo inlet sits because of the 32mm restrictor, used for only 200 miles by a rally team supposedly. How would those holes affect using the turbo without the restrictor?
