Rev,wiring and hose problems

I have a few problems with my 95 WRX: The car won't pass 4500 rpm(There is a Apexi rev controller unit fitted but i dont have a manual)but i think it could be something else.My friend said he was driving it hard when he was on his way home when it suddenly wouldnt rev for the turbo to engage.

The wiring is a mess with connections loose.

And finally the hoses from some of the components aren't connected either.The hoses are only a few millimetres in size.

I really need another WRX or manual to compare what has been done and trace where the hoses connect.

I can post pics for you guys if you need to get an idea.
