body work question

from today im on a weeks holidays from work and after i get a few nixers out of the way im going to tackle the alignmet of the new front bumper on the b4.
the 02 bumper sits about 8-10 mm lower on the front bumper bar. my intention is to reem the 8 holes that hold the bumper bar to the chassis legs or re-drill them so it sits that bit higher and hopefully raises the bumper to meet the correct shut lines. the bumper wraps itself around the bumper bar so putting washers or shims to try and raise it the pvc part on the bumper will only distort it and from what i can see this is the only option. has anyone done anything like this before and what is the best way to reem the existing holes ?
i might have enough room to drill new holes but if i dont i want to keep the holes the same diameter and just illongate them so a cone bit is no use. was thinking if drill a hole close to the existing one and then file out the rest
